Reasons/Solutions:
 
  • The encrypt Url parameter property is set to YES in caller's but not in callee's or vice versa.
  • There are some restrictions, firewall or proxies should be taken into account.
  • Another possibility: in Windows 2003 environment, where there are more security constraints, you must enable aspx files extension from: 
  • Computer Management/ services And applications/Webservice Extensions/AspNet v1.14322 = allowed
  • In IIS 7.5 (windows 7, windows 2008), is required IIS compatibility 6.0 . More information on msdn or here
  • When an application is published under Https but you try to access via HTTP. Specially could occur when are consumed web services
